<p style="text-align: justify;">“The Minority Maker,” as the <em>Wall Street Journal</em> dubbed him in a 2006 story, has been a controversial figure in San  Bernardino County since his election to the House of Representatives in  1978.  From the affair with his secretary whom he eventually married  after divorcing his wife to an ongoing federal probe, this moderate  politician in conservative clothing has done more to run up the national  debt than his Democratic counterparts in the adjoining district, George  Brown and Joe Baca, combined.</p>
<p style="text-align: justify;">Currently hailing from the Republican old money city of Redlands, <a href="http://jerrylewis.house.gov/">Congressman Jerry Lewis</a> has pulled the wool over many an eye with his “conservative” mantra but  his voting record on fiscal matters has exposed his true agenda.  As a  member and former chair of the powerful House Appropriations Committee,  Lewis has become known as Capitol Hill’s King of Payoffs.</p>
<p style="text-align: justify;"><span id="more-5559"></span></p>
<p style="text-align: justify;">The <a href="http://online.wsj.com/article/SB10001424052748704814204575508281076605348.html?KEYWORDS=jerry+lewis"><em>Wall Street Journal</em></a> reported on September 24, 2010:</p>
<blockquote style="text-align: justify;"><p>House Republicans agreed to a one-year  moratorium on all earmarks in  March, on the same day that House  Democrats, who have been more  circumscribed in their approach, agreed  to ban earmarks that would  benefit for-profit companies. A Senate bill  to impose a similar one-year  moratorium failed by a large margin, when  15 Republicans voted against  it.</p>
<p>Among those in the pro-earmark camp is   California Rep. Jerry Lewis, who would likely take over as chairman of   the Appropriations Committee if the Republicans regain a House majority.   In 2009, Mr. Lewis secured 50 earmarks for his district, worth $82   million, according to the nonpartisan Taxpayers for Common Sense.</p>
<p>In all, Congress last year approved   9,499 earmarks for local projects worth nearly $16 billion, about 1.2%   of the $1.36 trillion the government spent on all discretionary   programs.</p>
<p>Mr. Lewis defends the earmark practice   as a direct form of democracy, and is among a sizable number of GOP   lawmakers who want the party’s self-imposed ban to end.</p>
<p>“I think that members have the right  to  represent their constituents, and know better than the bureaucracy   does on what the real priorities are for taxpayers’ money,” Mr. Lewis   said in an interview.</p></blockquote>
<p style="text-align: justify;">Lewis was first appointed to the House  Appropriations  Committee in 1980, less than two years after being  elected to Congress.  Between 1984 and 1988 he won three leadership  positions, the House Republican Conference, the House Republican  Research Committee, and the House Republican Policy Committee.</p>

<p style="text-align: justify;">1)  Today I joined dozens of American Patriots outside of Joe Baca&#8217;s office showing our support for Arizona&#8217;s law 1070.  The fact that 1 activist judge can overthrow the will of the people shows the need for major judicial reform!!  Our Founding Father&#8217;s never wanted the Judicial Branch to legislate from the Bench.  And for Judge Bolton to even pretend that Arizona&#8217;s law is unconstitutional gives evidence as to why the Founders believed that Congress should have the power of impeachment over judges who obviously are trampling on the will of the people.</p>
<p style="text-align: justify;"><span id="more-4768"></span></p>
<div style="text-align: justify;">
<p>2)  Today I also joined a Press Conference at S.B. Chamber of Commerce to oppose the Mayor&#8217;s plan to increase our sales tax by another 1/2 percent.  We already have the highest sales tax in the area.  In 2006 he convinced the voters to increase the sales tax by 1/4 by promising to hire dozens of more Police officers.  Guess what, sales receipts tanked (before the economy went sour), we only have a net gain of 1 officer, and we still have about 11 more years of this tax.  Now that the economy went south he wants to double his last deal.  NO THANKS.  I&#8217;m not an expert and I haven&#8217;t spent much time looking at our local budget, but I do know that increasing our tax will lower overall revenue which means we will have to make even bigger cuts.</p>
<p>3)  On the national level the same principle applies.  I oppose the current plans by President Obama and the Democrats in Congress to allow the so-called Bush tax cuts to expire &#8212; especially regarding the death tax and the marriage penalty tax.  Parents have already paid taxes on what they earned, so the government doesn&#8217;t need to tax their children after they die. And since we know that stable families bring down the need for government spending, why does our government go out of their way to penalize couples who want to get married?!</p>
<p style="text-align: justify;">4)  Coming soon &#8212; Is the Santa Ana Sucker more important than residents of the Inland Empire?</p>

<p>Over the last month there has been several indicators that big Joe Baca is scared of Scott and ultimately the wrath of you the voters.</p>
<p>1. Joe responded to a letter Scott wrote criticizing Baca&#8217;s diatribe on how great Obama care will be for America. Generally, incumbents do not respond to no name, no money challengers like this unless they are concerned about that persons chances of defeating them.</p>
<p>2. Joe Baca has sent out some campaign volunteers to walk precincts in San Bernardino. While Joe generally walks precincts in a general election, this is the first time he has ever walked precincts in a uncontested primary.</p>
<p>3. Joe Baca&#8217;s popularity with the DNC has never been great (remember the whole Sanchez whore comment) and with this year looking like a tough fight for the DNC, the likelihood of the DNC riding in to save him, who they do not like when they desperately need to save people in the party they do like, is not very good.</p>
<p>4. Baca has been consistently criticized by people in letters to the editor in both the Sun and the Press Enterprise for the last several weeks for his views on illegal immigration, cap and trade, and health care.<span><span id="more-2733"></span></span></p>
<p>5. To date our most consistent walkers in our campaign are Democrats who are ready to get rid of Baca (Where are all the Republicans? Are you ashamed yet?)</p>
<p>These are some of the reasons why Joe is scared and in trouble. But we still have a tough fight on our hands and need the help of every patriot in and outside the area. Please contribute, walk, and call to help us take Joe out.</p>

But with you help we can still get the message of limited government and constitutional principles to the voters. You can help us in one of two ways.</p>
<p>1) Adopt a precinct near you or the one you live in if you live in the district. We will provide you with a list of the voters in that precinct that need to be reached and campaign flyers. Between now and November it is you responsibility to reach these voters and make sure they turn out for Scott.<br />
2) Adopt a precinct in the district to make phone calls to Republican and other conservative voters between now and November. In 2006 Joe Baca got a little over 52,000 votes. At the time there was 78,000 Republicans registered. Turn out is key to winning this race. This option is perfect for people who do not live in the district and wish they could help in some way. There are many places in this district which are not safe to walk even in the daytime. But there are still votes in these areas and you can make calls to help convince them to show up big for Scott in November.<br />
We have had several people already work this program with great results. Some are even walking and calling additional precincts but we need more people to help. Can we count on your help?</p>

<h1><span style="font-size: medium; color: #0000ff;">REPEALING ANTITRUST EXEMPTIONS FOR HEALTH INSURERS</span></h1>
<p>Dear Friend:</p>
<p>Last week, I joined my colleagues in a bipartisan effort in the House of Representatives to support legislation that will create greater competition in the health insurance market, and end the unfair antitrust advantage that health insurers have relied on to exorbitantly raise premium rates.  H.R. 4626, the Health Insurance Industry Fair Competition Act, was approved by the House with a 406 to 19 vote.</p>
<p>The passage of this legislation is an important victory for hard working American families.  For too long the health insurance industry has been allowed to play by a different set of rules.  By repealing the blanket antitrust exemption given to insurance companies, this bill restores competition and transparency to the health market.<span id="more-1030"></span></p>
<p>H.R. 4626 amends the McCarran-Ferguson Act of 1945, which exempted the business of insurance from federal anti-trust laws, to repeal the antitrust exemption afforded to health insurance companies.  Removing this exemption will give antitrust enforcers at the Department of Justice and the Federal Trade Commission the authority to investigate any evidence of possible collusion within the health insurance industry.  Under the provisions of today’s legislation, health insurers will no longer be shielded from legal accountability for many of their unfair practices, including:</p>
<ul>
<li>Price fixing;</li>
<li>Dividing up territories among themselves;</li>
<li>Sabotaging their competitors in order to gain monopoly power, and other such anti-competitive practices.</li>
</ul>
<p>This bill finally gives America the enforcement and oversight tools necessary to rein in the recent price gouging we have seen for insurance premiums.  With Anthem Blue Cross announcing rate increases as high as 39% for many California customers – it is critical Congress and the President act to create fairness and competition in the market.  Quality, affordable healthcare is a basic right every one deserves.  This legislation moves our nation a step closer to achieving this goal. </p>

<h1><span style="color: #3366ff; font-size: medium;">SUPPORTING RELIEF EFFORTS IN HAITI</span></h1>
<p>Dear Friend:</p>
<p>Last month, I joined my colleagues in the House of Representatives in co-sponsoring and passing legislation that will encourage more charitable contributions to Haiti, by changing current law to speed up tax deductions.  The bill, H.R. 4462, was unanimously approved by the House.</p>
<p>With over 230,000 deaths and close to a million people left homeless, the people of Haiti need any and all help they can receive. While this bill marks a small change in tax law, it is an important step to encourage more immediate charitable contributions to our suffering neighbors in Haiti.  Now all charitable contributions made to <span id="more-896"></span>Haiti before March 1, 2010, will be deductible on individuals’ 2009 tax returns.</p>
<p>The American people are responding with generosity and compassion to the devastating earthquake, donating their hard-earned money and time &#8212; which can literally mean the difference between life and death to many Haitians and others struggling through this tragedy and devastation.</p>
<p>There are many international, federal, state, and local government agencies and departments responsible for providing or coordinating the delivery of U.S. aid and participation in the relief efforts.  For additional information on how you can assist these efforts visit the following sites:</p>

<p style="text-align: justify;">I am running for the 43rd Dist. (Baca&#8217;s Seat) and would love to get your support.</p>
<p style="text-align: justify;">As a strong Republican, I believe our Constitutional Principles, are being threatened by the factions of a Socialist mind and trying to bring balance to a divided House is difficult; however, with conviction of values fixed deep within my soul, I have been &#8220;on a mission&#8221;, to exalt this position, as set forth by the Oath everyone takes when signing in for the Office.</p>
<p style="text-align: justify;">Why am I interested in such an office, you might ask?</p>
<p style="text-align: justify;">1.  The convergence of interest and morality, has brought an enormous disadvantage to Congress, as our Economic Infrastructure wanes in the balance of a once, wealthy nation.</p>
<p style="text-align: justify;">2.  The moral and virtuous framework of our freedoms with respect to liberty, justice and the over-all respect of property seems to be by the demand of the current administration and not by the Bill of Rights, Constitution, and the Declaration of Independence.</p>
<p style="text-align: justify;">3.  I would like to implement the ethical traditions of our Constitution, which once was the driving force of &#8220;EXCELLENCE&#8221; in the US.<span id="more-661"></span></p>
<p style="text-align: justify;">4.  The lack of commonality for the seriousness of these problems, has given way for the BREACH in our system and has lowered our &#8220;Standard of Living&#8221;, while the general provisions of human values<br />
are inadequate to sustain our citizens in their general welfare of Employment.</p>
<p style="text-align: justify;">WE MUST WIN THE AMERICAN PEOPLE BY REASON OF AN ETHICAL APPROACH, least we be taken over by a third world mind.  We have policies, laws, and procedures, as set forth by our coveted freedoms, and third world minds trying make &#8220;changes, when they don&#8217;t have enough potable water to flush a toilet.  I find this to be an ignorant mindset, and how long will it take before it&#8217;s too late???</p>
