The blame game has already started related to the various allegations swirling around San Bernardino County’s government pension fund.

Employees and trustees of the San Bernardino County Employees Retirment Association (SBCERA) are now pointing fingers and casting blame for the now-public missteps at the pension fund.

The fund, which has been slowly recovering from more than a billion dollars in loses at the height of the stock and real estate market crashes, has fallen under scrutiny from county supervisors. The focus? The funds compensation practices and the awarding of sweetheart consulting contracts to people and firms who are either politically-connected or have ties to current and former insiders at the fund.

Some time ago, pension fund trustees approved a variable compensation structure for various employees of the pension fund, which made the individuals eligible for bonus compensation.

InlandPolitics: Did Ramos consultant put clients in violation of campaign law?

Ellis

Thursday, October 7, 2010 – 08:30 p.m.

Sources are telling InlandPolitics.com that the Orange County-based political consultant to San Bernardino County District Attorney Mike Ramos may have put his clients in violation of state campaign finance laws.

David Ellis, owner of Delta Partners, LLC and the David Ellis Group, is alleged to have put many of his clients in violation of what is known as the ‘sub-vendor rule’ in years prior to 2010.

Campaign committees are required to disclose any payment made to sub-vendors, who receive work outsourced by primary consultants and vendors.

Not until this year did Ellis have his clients, including a major local union, report all vendors receiving payments through his primary mail-house, Bieber Communications a.k.a Bieber McCraken.

Until 2010, Ellis reportedly received kick-backs on Bieber invoices of approximately 15-20% of printing costs charged to his clients. A practice believed to hide Ellis’ involvement in various political campaigns.

Any payments to sub-vendors in an amount greater than $500 are to be itemized on a clients campaign disclosure reports.

InlandPolitics: S.B. County: Could Anti-Ramos efforts be a calculated ploy?

The small efforts deployed against San Bernardino County District Attorney Michael Ramos might be somewhat comical, but that’s about it.

The two term incumbent DA is on a sure path to reelection in a little more than two weeks. The two attorneys in the race, Frank Guzman and Bob Conaway, lack ability to raise the necessary funding for a successful candidacy.

Ramos effectively dissuaded any serious contenders from coming forward and challenge him.

It’s interesting though that someone appears to be taking a few lightweight shots at Ramos. Anyone with decent political skills is well aware that it’s money down the drain. Plus Ramos’ knack for retaliation is well known. So someone apparently wants a bulls-eye on their forehead.

Last Friday a soft hit against the DA showed up in a voter guide sponsored by conservative republican activist Lew Uhler and his Orange County -based National Tax Limitation Committee.

A move to have little effect. I actually missed it until someone pointed it out. Continue reading

iePolitics: Sheriff’s Hoops’ Campaign Forms

Well by now Rod I’m suspect you think you know the reason we’re using this blog to help your opponent.  Although you may think it has to do with January 1, it doesn’t.  It has to do with the fact that your deputies refused to take a burglary report and make an arrest when it was so clearly warranted—you know, unlawful entry into a dwelling to commit theft or any other felony.  I have talked to at least a half dozen attorneys (because, yes, you and the county are being sued) and they are flabbergasted that the Sheriff”s Department would not take a report under such circumstances, thus causing me to lose $20,000 or more in property.  Any other citizen would have received proper service, but I’m special.  You think you have the right to use your position to revenge your friends, such as Mark Uffer and Mike Ramos.  And I do have the right to use my blog to see that you are not elected to a new term.

Now that I’ve looked at your campaign forms, I guess I know why I was given the treatment I was.  I remember the discussion I had with the detective and lieutenant about the blog and one looked at the other and said, “I’m glad I’m not political.”  And the other replied, “I’m glad I’m not either.”  Lo and behold, guess who is on your list of campaign contributors?  Gee, if it isn’t the detective and lieutenant that were supposed to calm the waters.  So, once again you’ve given me “special” treatment, haven’t you? InlandPolitics: Is dirty politics behind District Attorney actions? – Part 2

In this article we will take a close look at the destroy-at-all-cost targeting of San Bernardino County District Attorney Mike Ramos and his Orange County-based political consultant David Ellis, owner of Delta Partners, LLC.

One thing is for certain. It’s becoming increasingly obvious Ramos’ agenda in his falsely-proclaimed never-ending quest to rid San Bernardino County of political corruption, and it definitely isn’t about fighting crime.

That agenda being, neutralize the county’s west-end political power base.

In our last article we discussed the Ramos/Ellis back-stabbing of two politicos. The two being Deputy District Attorney and former Ontario City Councilman Jason Anderson, a now former friend and client of Ellis and perceived threat to Ramos, and Patrick O’Reilly, CEO of Riverside-based O’Reilly Public Relations, and now former friend of Ellis. iePolitics: “She drank the Kool-Aid”

I’m sure that is what the reporter who called me a little while ago regarding Former Assessor Bill Postmus’ and Former Assistant Assessor Jim Erwin’s early morning arrests was thinking.  Well, yes, as a matter of fact I do believe this is just another attempt by a desperate district attorney to be re-elected and a governor-wannabe-again feeling the pressure from Meg Whitman.

Ramos will do anything to deflect from his own misdeeds.  And time will prove these charges are as trumped up as the last ones.

One thing comes to mind here and that is something Postmus keeps telling me.  He claims this whole corruption scandal is the result of Mike Ramos wanting to get at Jeff Burum.  He thought Erwin would roll on Jeff the first time.  If anything, their friendship seems stronger.  I expect today’s event to strengthen it even more. InlandPolitics: Is dirty politics behind District Attorney actions?

One has to admit the political buzz in San Bernardino County is non-stop.

Many reverberations have crossed the transom regarding District Attorney Michael A. Ramos’ motivation for his politically charged actions over the past 18 months.

Some motivations that have surfaced of late have gained credibility.

While Ramos is employing the “I’m fighting political corruption” mantra in limited public appearances throughout the county, other issues have arisen that involve not only Ramos, but his Orange County-based consultant David Ellis, owner of Delta Partners, LLC.

It becomes really slimy and underhanded from here.

While Ramos is mostly known for his interest in having serial extramarital affairs, drunkenness, and an affinity for golf, he also worries about his political future. With his past, who wouldn’t.

Ellis on the other hand cares about three things and three things only. Those being Franklin, Grant, and Jackson!

He’ll sell anyone down the river for a buck.

Let’s talk about a couple targets of the Ramos/Ellis tag team. Continue reading
