New ethics complaint filed against Supervisor Lovingood

Angela Valles, a candidate for First District Supervisor, filed a new ethics complaint against San Bernardino County First District Supervisor Robert “Bob” Lovingood this week.  In the nine-page complaint, Valles alleges Lovingood failed to properly report income from his businesses Robert A. Lovingood, Inc. and Industrial Clerical Recruiters, Inc., better known as ICR.

According to the complaint, “As much as Robert Lovingood may claim to have distanced himself from ICR and ended his day-to-day affiliation with the company, the evidence suggests otherwise.  In actuality, it appears that he functions as a county supervisor for the purpose of helping his ICR clients.”

Since assuming office in 2012, Lovingood has filed three Fair Political Practices Commission (FPPC) Form 700s, better known as Statement of Economic Interests.  He has amended each of the three forms three times each for a total of twelve forms filed in three years, which also calls into question his record-keeping abilities.
