InlandPolitics: The Brown-Biane saga – Part 2

The ongoing saga involving San Bernardino County supervisor Paul Biane and his apparently former chief of staff Matt Brown just keeps getting better and better.

During our last update we informed you that Brown was reportedly balking at taking a position in the Auditor-Controller-Treasurer-Tax Collector’s office.

Sources at the time were telling InlandPolitics.com Brown wanted his legal bills paid for by the county.

Now we have learned of a new request.

Other county sources are now saying that Brown wants a guaranteed no-termination position.

In other words, Brown wants a position with the legal assurance that he can never be fired. Ever!

Something never heard of in any government agency, let alone being legally permissable.

Sources also indicate they have heard nothing coming out of any of Brown’s claims that he was being subjected to a hostile work environment due to his cooperation with county investigators.

So the questions of why did Brown throw his chief of staff position under the proverbial bus still remains.

But now we may have an answer.

That answer may be because Brown attempted to throw his boss under the same bus.

To date, discovery documents turned over by District Attorney Mike Ramos and Attorney General Jerry Brown to defendants Bill Postmus and Jim Erwin consist almost entirely of thousands of documents related to the Rex Gutierrez matter and the Assessor investigation.

Not the alleged Colonies corruption case.

In other words what prosecutors turned over to the defense was basically worthless. Prosecutors provided three additional bundles last month. That material was a duplicate of documents previously provided.

However, an entry made on a simple mundane property/evidence tracking report was quite revealing.

The entry in question references a CD containing secret recordings of Biane and Brown. The CD was placed into evidence last October.

Link this occurrence to the fact Biane hasn’t been criminally charged and you have a problem.

Can you say oops!

  1. Brown should be happy that he has a high end job, even if he has to pay 25,000.00 a year to his lawyer for the next 10 years, thats better than nothing.

  2. With what his wife makes, combined income is what, about $300K a year? Yes, poor Matt can’t afford an attorney? Right……

It appears that the Biane/Brown saga has reached the Auditor/Controller/Recorder/whatever and Betsy Starbuck was removed to make way for the “new.” What does this say about Walker who sacrified a loyal employee, made in his own image, after so many years? Brown cries “hostile workplace” and is protected, which is interesting since he served “at will” and demonstrated his lack of loyalty towards Biane. But then again…birds of a feather… Starbuck, who served Walker (pathetically–hand and foot) was not even given a thanks, we appreciated you parting wish. She was a good right hand–a strong right hook. While what happened to her is to be expected, it does shake the core of the organization. I am sure she is regretting (at least I would like to think so) how meanly she treated people by following Walker’s marching orders. Interestingly enough, the people who so quickly undermined her, Thompson for one, are still employed. Walker likes to think of himself as the smartest man in the room. He has no idea that people have no respect for him, know that he spends little time on the job, and that he is considered one of the worst managers with the biggest egos in the County. What is ironic is that so many people say that, “if it weren’t for Betsy, that office and Walker would have fallen years ago.” He is a mean-spirited person who has allowed his department to suffer at the hands of a few egotistical chiefs that have had free reign under his lack of leadership to wreak havoc on employees. Starbuck, if you ever had a spine, if you ever thought that you represented good, hard working, educated, women–please call upon your internal fortitude and speak up. This will be your one and only opportunity to set the record straight and gain forgiveness. One more thing…you were the only person I believe ever said a good thing about Walker. His other “close confidants” constantly berated him, shared personal stories that reflected poorly upon him as a man and manager, and at every opportunity betrayed his confidence.

  4. Please Betsy speak up…you deserve forgiveness. You have run that organization, been the hatchet ‘man’ and been at Larry’s beck and call FAITHFULLY!!!

    The ACR has been a total mess for along time and it is a wonder just why a management audit hasn’t been conducted on its organization (by an outside vendor)!!!! Perhaps it would reveal the millions of dollars lost on the FAS update? What about the property section? what about the single audits that have been ruined by lack of skills in the audit division…I could go on and on…

    Larry Walker has not been running this organization and look at the mess…now we are to assume the Matt Brown, who doesn’t even have a financial background, will assist the nit wit De Anna in running the organization??? Hold on to your hats…this is going to be wild ride…
