Letter to Sharon

Dear Sharon,
First of all I would like to thank you for this forum to share our thoughts, goals, and concerns with the public. Second I would like to address the facts that have occurred in the last few months.

Fact Number 1.
Paul Schrader came out with the Sheriff’s Department Logo without permission. The inference is he is a member of the San Bernardino County Sheriff’s Department. One could argue this is something he is aspiring to become. However, according to him it is a marketing tool. I asked him to cancel using the logo, however he insisted on continuing with the unauthorized use of the logo. As a twenty-five year member of the Sherriff’s Department I took offense of an outsider misrepresenting himself by using the San Bernardino County Sheriff’s Logo. As a matter of fact, I use to work as a 16yr old kid for the artist who was an owner of a Pizza Restaurant in Highland. The artist later resumed his career with the San Bernardino County Sheriff’s Department. Continue reading

iePolitics: Can the grassroots candidates win in San Bernardino County?

I ran both of Jim’s articles on the subject a couple of days ago.  As I said in my note on the first article, my heart says yes but my head says Jim is right.

I have already cast my ballot.  I voted for two incumbents and voted grassroots for the balance so I believe in the movement but it is a movement that seems destined for failure.  Obviously, I am no expert on conducting campaigns but I do recognize stupid when I see it.  Here are a few examples of “stupid” I have observed during this primary:

  1. The worst run campaign in terms of turning off voters is the Hunter/Wurm campaign.  Newcomers are supposed to bring hope and new ideas, not a constant barrage of hate and negativity.  I challenged Ken more than once to tell us what his ideas are rather than a bunch of slogans and rhetoric but I still have no idea how he plans to lower taxes, deal with illegal immigration or balance the budget.  The campaign may have been a bit more successful if there had been only two candidates in the race, but why vote for Ken when there are candidates who have a message of accountability, change and hope.  I predict he will come in last or second to last.
  2. One of my favorite newcomers was Scott Markovich.  I still like him.  But one cannot be thin skinned and last in politics.  Scott received some criticism about his grammar and spelling.  He tried to downplay it and still doesn’t understand the importance of communication by a politician.  I offered to help by proofreading but he took all his marbles and ran.  When someone has thousands of backers and hundreds of thousands of dollars behind him, he can afford to turn away help; however, not a smart thing when running a shoestring campaign and when the help has apparently not been found anywhere else as we still see the same lack of English skills with everything Scott has done.
  3. Ensen Mason did the exact same thing.  His girlfriend attacked me at a very low time in my life and I attacked back.  He took all his marbles and ran like a spoiled brat.  But hey Ensen, I voted for you, not for you but because I have so many friends being tortured by Larry Walker.  However, I don’t think you stand a chance.  And your girlfriend needs to act like an adult.
  4. Ray Moors, who is running on the Republican ticket against Norma Torres, was offered a chance at an endorsement by the California Republican Assembly (CRA).  Ray refused because he didn’t feel they gave him enough notice to meet with them and he refused to be interviewed in a church, where apparently all the interviews were taking place.  So, therefore, the CRA is not endorsing anyone in that race.  He told me he is not going to be bullied by anyone.  He’s not going to be elected by anyone either.  Yes, he will get the Republican nomination because he is the only one on the ticket but he will lose big in November. iepolitics: Rod Hoops “chinks in the armor”

Those of you who have been reading this blog for a few months now, have read the stories about Sheriff Hoops “chinks in his armor” as stated by one of his very own Sergeants.   The Sergeant has elected to come on this website and tell use why we should not vote for Paul Schrader. That was the number 1 priority.

I don’t need to go over the dozens of postings on how this veteran Sergeant, and at least two veteran Deputies have assisted him in making their points of view known in various ways.

But the more important issues of corruption and cover ups have been explained away as, “he (Hoops) is not perfect, but no one is”, I admit he has “chinks in his armor” and several other one line answers to some very serious issues.

I submit these gentleman are very much aware of these issues, and they might know about a few more they do not want to mention. But company men do not mention such things or avoid it at every opportunity.

Most of the focus has been on Schrader and a little on Averbeck’s lack of command experience. Well that is true, but we have not seen these bloggers point out anything on how Hoop’s impressive resume or experience has been used to help those fine men and women of SBSD that the blogger named Taylor seems so concerned about.

Let’s dispense with the drive by shooting tactics you have seen by a few attempting to attack the messenger versus the message. Continue reading

Vote for Sheriff Mark Averbeck

Averbeck’s Strategic Plan

• If I am elected Sheriff I will bring back the canine program immediately.
• If I am elected Sheriff I will build guard towers in our chow halls to protect our
Deputies in the event of a riot.
• If I am elected Sheriff I will work with Human Resource to change the promotional system.  Grouping employees in a group of ten rather than ordinal order, appears to be inherently unfair.
• If I am elected Sheriff I will modify our off duty employment program so the Deputies can provide the quality of life for their families they may not be able to do now.
• If I am elected Sheriff Deputies who work on extraditions will be compensated.
• If I am elected Sheriff I will not punish felony conduct with simple demotions.

As voters we have an excellent opportunity to vote for a Sheriff who can make our communities safer, our jails safer, and offer our Deputies an opportunity to make extra income on their days off. Please ask your family, friends, and neighbors to voter for Sheriff Mark Averbeck.

iePolitics: Anchor Babies

California Congressman Gary Miller (R-Diamond Bar) has introduced legislation to end birthright citizenship for children born to illegal immigrants.  Miller claims that the US government is put in a difficult position when it attempts to deport illegals who have under aged children who are citizens.

Opponents to the measure, such as Congressman Joe Baca (D-Rialto), claim the measure violates the 14th Amendment, which was one of three Reconstruction Amendments passed after the Civil War to outlaw slavery and grant equal rights to all males including slaves and their descendants.  Miller disagrees with this contention. Yep.  That’s right.  They are moving in on the two of you.   You can only falsify patient records to achieve your own desired goals for so long.  Did you know that two of the shrinks were out smoking on the patio talking about how they were worried the state and feds were going to find out about the falsified patient records that kept patients in restraints illegally for four months?  Yep, the shrinks are worried they might lose their medical licenses over this.  And who will they have to blame but the two of you.

I received a few calls today regarding the posts on the various county races. Apparently some of the challengers are oblivious to the fact that even during an anti-incumbent atmosphere as we witness today, challengers still have to put on viable campaigns.

By viable campaigns I mean published ballot statements, literature including positive and negative, and last but not least signage (Yard and 4′ x 8′ placement).

iePolitics: A Lie on the SBPEA Website

I thought I would waste keystrokes and point out one lie on the SBPEA website and likely in your ballots.  The contract will end 0n June 17, 2011 as stated.  However, the end of the contract DOES NOT allow the county to unilaterally  change the MOU.    The MOU contains  an Evergreen  Clause which  extends the contract until June 17, 2012 with no change in terms UNLESS BOTH SIDES AGREE.  That means you would get to vote on it.  Read page 92 of your MOU if you do not believe me. iePolitics: County Employee Union Supports Don Kurth

We know from experience that the San Bernardino Public Employees Association does not have a clue as to what it is doing regarding political action.  Here are a few cases in point:

  • $60,000 to Supervisor Gary Ovitt, the same supervisor who is asking employees to give up their raises for the second year in a row AND face layoffs whether employees give up raises or not.
  • $5000 to Supervisor Paul Biane, the same supervisor that District Attorney Mike Ramos has named as John Doe No. 5 in a criminal corruption scandal.
  • $300 to Assemblyman Anthony Adams in the middle of a recall campaign.
  • $10,000 to District Attorney Mike Ramos amid numerous charges of hostile work environment.

Why?  Well for one, Bob Blough and Scott Ryan wanted front row seats at the State of the County address and they earned them with a $50,000 donation to Supervisor Ovitt.  As for the others, we can only guess. Continue reading

iePolitics: The Vote to Give Up Your Raises

Someone asked in a comment the other day why iePolitics isn’t writing more about the vote to give up raises by San Bernardino County employees.  After four years of blogging, I have learned a few things:

  • Approximately 35 percent of San Bernardino County general employees will throw their ballots in the trash without opening them.
  • Of those employees who open their ballots, about 50 percent will bother to vote.
  • Of those employees who vote, a majority will do what SBPEA tells them to do without finding out if it is in their best interests or instead in the best interest of SBPEA management.
  • If by chance, a majority of employees vote NOT to give up their raises, SBPEA will void the election and start over because they will insist employees didn’t understand what they were voting for. Continue reading

Ramos’ GANGBUSTER expensive mailers: a farce.

Months ago when I announced my candidacy, I predicted that Ramos would attempt to buy his way into another term.

He has refused to debate and is counting on buying his re-election!

No doubt we’ve all received Ramos’ “GANGBUSTER” mailers.  Let’s look at reality.

1. He claims:  Filed 4,952 gang cases sending over 3,000 gangbusters to prison.  On February 22, 2010, Ramos released the DA’s gang statistics from July 2005 to December 2009:  – Jury trials, guilty only 147 in 4 years. Gang enhancements found true, only 902.

Paul Schrader: Elect Paul Schrader for Sheriff of San Bernardino County had sign wavers out in Rancho Cucamonga and Fontana today.

We have had sign wavers out in Rancho and Fontana today. The second shift is relieving the first shift. I was just sent a picture of the new shift coming to work at 4:00 PM. Grassroots is what it is about. These folks want a fresh start and they will stand all day with a sign to get it.  Thanks to all the volunteers.  We have had more than 20 folks helping on this today. Frank Guzman: The Lawsuit

One of the problems with our judicial system is that anyone can file a frivolous lawsuit. Just pay the filing fees and find an attorney who does not take the time to investigate and learn the truth about the facts.

The frivolity of this lawsuit is obvious: typically in these cases, one attaches a written agreement evidencing such agreement. And in all cases when an attorney undertakes representation, such undertaking is evidenced by a written Retainer Agreement. None exists in this case.

InlandPolitics: S.B. County: BOS 2 – Biane, Rutherford finances prove interesting

A review of campaign finance disclosures filed with the San Bernardino County Registrar of Voters this week gives some interesting twists in the race involving Second District Supervisor Paul Biane.

Biane is seeking a third term amongst a field of five challengers. A run-off is all but assured.

For the latest pre-election reporting period covering sixty days, Fontana Councilwoman Janice Rutherford raised $136,196.25, including a late contributions of $10,000.00. Rutherford has remaining cash-on-hand of only $7866.93.

Supervisor Paul Biane raised $101,756.00 for the same period and has remaining cash-on-hand of $188,645.12.

Biane has outspent Rutherford on a ratio of at least 2 to 1 and is retaining significant resources for a most likely November runoff election with Rutherford. A runoff in the same election as match-ups involving Meg Whitman vs Jerry Brown and Carly Fiorina or Tom Campbell vs Barbara Boxer, will be costly for both candidates.

The reason? High turnout.

In the November election, lower propensity voters will turnout in the supervisorial race due to the up-ballot contests, driving up costs for both candidates in reaching out to less-informed voters. Continue reading

It seems San Bernardino County Public Defender Doreen Boxer and her trusty hatchetwoman Lauri Ferguson are on a rampage.  At least two of their top attorneys have been fired with more axes to drop.  Apparently DoBo and LaF are attempting to weed out infidels, i.e., those attorneys who believe in defending their clients rather than plea bargaining to keep Mikey and the CAO/BOS happy.  Just to shake things up a bit, the twosome has initiated moves to assure the entire office is in upheaval: Central Division Attorney Moves May-June 2010 Good going ladies!  Can’t think of a better way to use up resources and destroy employee morale.

InlandPolitics: S.B. County: Expect no surprises in county-wide races

Editor:   Please note this article is from Jim, not me.  Although my head tells me he is correct, my heart wants to believe that voters really are tired of the status quo and will look past the plethora of flashy campaign flyers that fill their mailboxes every day.  But part of the problem is that almost to the candidate, the challengers have run really crappy campaigns and there is no arguing with them.   Grassroots campaigns have to be just that,  campaigns that engage the average citizen who is tired of business as usual rather than depending on fringe groups and bigoted small-time radio show nutjobs who chase away more voters than they attract.   I hope Jim is wrong but I fear he is right.

Expect all county-wide officials to be either elected or reelected on June 8th.

Most of San Bernardino County’s elected or appointed incumbents had to run at least a basic campaign this year. Something that is healthy.

Appointed incumbents, Sheriff-Coroner Rod Hoops and Assessor-Recorder Dennis Draeger will easily win their first elections. Elected incumbents District Attorney Mike Ramos and Auditor-Controller-Treasurer-Tax Collector Larry Walker will each secure a new term. Continue reading

Ron Wall: Transparency and Integrity

Someone pointed out that a skilled nursing facility I am associated with has a number of deficiencies listed on the California Department of Health website. This is true. How does this reconcile with my call for ethics and integrity in San Bernardino County Government? It is an excellent example of a system where transparency is required. I have mentioned in campaign materials and have been quoted in news articles that my profession is one the most highly regulated. What most don’t know is that many deficiencies listed on the Department of Health’s website are self reported. Any type of unusual occurrence, no matter how insignificant, must be reported to state regulators. Most of these incidents are minor compliance issues and are unsubstantiated when investigated by the state Department of Health. When there are substantiated complaints we are required to submit a “Plan of Correction” to address the concern.

The factor that most influences the quality of care in a nursing facility is the ratio of nursing staff hours to patients. We know that more staff means better outcome for patients. The ratio is calculated in nursing hours per patient per day. The state requires a minimum of 3.2 nursing hours per patient day. The state average is 3.6. Our facility far exceeds the required ratio and staffs at 6.3 to 6.5 nursing hours per patient day.

If the County were to engage in this high level of transparency, we would not see the continued cover-up, failure to release information and obfuscation that sadly is the current norm. Open government means more than posting agendas and financial information on a website. It is only when all activity is exposed to the light of day that the reform recommended by the Grand Jury, District Attorney and wanted by our citizens can become the new and right norm. Whenever anyone complains about the Governator, my response is, “It ain’t my fault.  I voted for McClintock.”  Congressman Tom McClintock is a real Republican, not a RINO, and is a fiscal conservative.  He would have made a much better governor than Arnold.

And Congressman McClintock knows another fiscal conservative when he see him.  He has now endorsed Mike Morrell in his bid for election to the 63rd Assembly District.  Congratulations Mike!

Paul Schrader: Candidate for Sheriff Paul Schrader of San Bernardino County wins by 68 percent in a staw poll in the high desert

Paul Schrader was contacted today by an independent group that ran a straw poll in the high desert of San Bernardino county.  The results were Paul Schrader 68 percent, Hoops 16 percent, and Averback 13 percent. This group contacted conservative Christians.

Paul’s phone bank volunteers recently called Rancho, Upland, Chino Hills,  Fontana, and Chino asking for people to vote for Paul.  The average was more than 75 percent voting for Paul.  The volunteers called from voter rolls from the county Registrars Office to voters who voted in the last 4 elections.  This was a good cross section. The callers also encouraged the people to vote for Paul.

Sheriff Paul had a poll conducted in March in Rancho Cucamonga that showed him at 51 percent. This was taken on the street at Victoria Gardens. Continue reading

iePolitics: ARMC Defense – A Theatrical Production

As I noted last night, I finally took the time to view Tuesday’s San Bernardino County Board of Supervisors meeting.  I had heard the doctors showed up in force and by force.  And that they did.

Dr. David Lanum spoke first.  Honestly, I was embarrassed for the doctor.  His “speech” was mostly memorized and well rehearsed.  And that is okay.  His presentation, however, reminded me of Mark Anthony’s soliloquy to the Roman people in The Tragedy of Julius Caesar.  You remember:

Friends, Romans, countrymen, lend me your ears. I come to bury Caesar, not to praise him. The evil that men do lives after them; the good is oft interred with their bones. So let it be with Caesar.

Actually, as I re-read these few lines from Shakespeare, I realize just how much the presentation seemed like it belonged in the Old Globe Theatre rather than in the chambers of the Board of Supervisors.  We are hearing stories that Dr. Dev GnanaDev, medical director for Arrowhead Regional Medical Center (ARMC), is threatening employees into publicly supporting him and the play-acting we witnessed Tuesday seems to be indicative of that situation. I’m listening to Tuesday’s Board of Supervisor’s session.  Brad is totally challenging one of Linda Haugen’s appointees.  I swear Linda finds these people she promotes in trailer parks.  Good grief!

I mean this is the director of Aging and Adult Services.  She is dealing with OLD people.  Old people don’t necessarily have email or understand the workings of a modern government bureaucracy.  I hope she is on Devereaux’s hit list.

Gee, San Bernardino County Second District Supervisor Paul Biane admitted he reads the blog.  Well, Paul, you did something VERY shitty to me in connection with County Fire last December and I haven’t forgotten.  And what you guys did to Pat even after you knew the truth is outrageous.  So, you deserve every negative thing we can write about you.

Josie, do you know how stupid you sound?  Seriously.  Granted, your threat to speak out is a serious threat to any of us who have ever had to listen to you.  Hear you’re a bit worried about all the free medical care you received now that Mikey is no longer investigating.

iePolitics: Need Some Advice – Former ARMC Employee

There are a few articles here but mostly I wrote on the old blog about some of what was going on in the Behavioral Health Unit at Arrowhead Regional Medical Center (ARMC) under the dictatorship of Paula Martin.  Some of you may remember the story of  the former employee who ended up 5150 because of what happened to him on the job in that unit.  Even though he had VA benefits and should have been transferred to the VA facility in Loma Linda, Martin refused because she wanted to humiliate him.  He ended up committing suicide.

Paula was also behind the patient who was left in restraints for four months and wasn’t being bathed regularly as well as other situations of patient abuse.  There was also plenty of employee abuse at her hand. Continue reading

I heard a little story yesterday from a Sheriff’s Department informant.  The first part is common knowledge.  There was a Sheriff’s Department employee by the name of Cindy.  She eventually because an investigative technician for the District Attorney and Mikey’s latest flame.  When a sheriff’s deputy was being investigated on porn charges, Ms. Cindy’s topless photos were found on his computer.  Ms. Cindy has since moved to Mentone to be closer to Mikey. It seems that today the San Bernardino County Board of Supervisors approved a pilot project to bring a closed-circuit audio/video system to the high desert so that local residents do not have to drive to San Bernardino to participate in board meetings.  Price tag:  $70,000 . . . a heck of a lot cheaper than medicating ET Snell.

iePolitics: A Legacy of Malfeasance – Part 6

Things just get better all of the time.  Several stories of malfeasance have been told on the blog but not in detail.  The next few parts to this series will be short entries detailing several incidents of misconduct by San Bernardino County Sheriff’s Department employees.

Today’s short is that of a reserve deputy by the name of Larry Adams.  He owns or runs a transmission shop in Redlands that works on Sheriff’s vehicles.  When he is not practicing his trade, he is working with the Narcotics Division.

It seems Larry was driving through the city of San Bernardino and he ran a red light in an intersection monitored by red light cameras.  When the notice arrived, he asked someone in Narcotics if they could do something for him and was told they could not.  But then he contacted Sergeant Onadaro.  The sergeant wrote a letter to the San Bernardino Police Department falsely stating that Larry was working in an undercover capacity at the time and was on a surveillance.  He asked that the ticket go away. This afternoon I submitted a petition to our Board of Supervisors to dismiss Sheriff Rod Hoops from Office. I would like to thank everyone who helped in gaining the signatures from the citizens in San Bernardino County.
I think the overall process went very well. I believe the citizens who participated in this petition have succeeded in placing our elected officials on notice that we will not idly stand by, and simply tolerate Administrative Disciplines for felony conduct. Crimes of theft and fraud are crimes of moral turpitude.  The perpetrators  should have been dealt with arrests/ terminations, not simple disciplines.

This process is protected under the First Amendment of our United States Constitution.

Employees are starting to give a glimpse at just how cover-ups and vicious politics override patient care priorities at  San Bernardino County-owned and operated Arrowhead Regional Medical Center (ARMC).

Threatening physicians, profiteering, and strong-arming have become commonplace at the struggling hospital.

The Center for MediCare and MediCaid Services (CMS) has threatened to terminate reimbursements to the facility on July 31, 2010 if corrective action is not taken related to patient care.

Note:  Dr. Comunale was the Medical Director for San Bernardino County Medical Center from 1979 to 1997.

Myth: The Medical Director has been a department chair as well as a corporate owner for over 30 years.

Fact: Not True.

Dr. Francis L. Comunale was selected to serve as Medical Director of San Bernardino County Medical Center as a result of a national search starting April 1, 1979.

The search committee was composed of 2 members of the Board of Supervisor, two members of the medical staff, two members of the San Bernardino County Medical Society, two resident Physicians from the Medical Center’s Family Practice Resident Training Program and two Associate Deans from UCLA School of Medicine. The interview was held over a three-day period. Continue reading

iePolitics: Should we expect fireworks at the BOS this morning?

We have the possibility of a very interesting San Bernardino County Board of Supervisors meeting this morning.  Two weeks ago, Arrowhead Regional Medical Center doctors, Dr. John Steinmann, an orthopedic spine surgeon, and Dr. Keyvan Safdari, an anesthesiologist, both spoke of heavy handedness and retaliation by Arrowhead Regional Medical Center (ARMC) Medical Director, Dr. Dev Gnanadev.

The following was posted under an ARMC comment a few days ago and with other knowledge we have, suggests we could see a showdown today:

Tuesday’s Board meeting should be very interesting in that while there will be several people there commenting on the fact that: 4 administrative assistants, 3 Anesthesia Techs, about 6 Medical Billers, 2 Nurse Practitioners, 10 Certified Nurse Anesthetists, and 6 Anesthesiologists will lose their jobs on June 30th.

In addition, according to the Medical Staff by Laws those employees who hold clinical privileges to provide care to patients at ARMC will automatically lose these privileges because of the termination of their employer Inland Anesthesia Medical Group Inc.’s contract to provide these services as an INDEPENDENT CONTRACTED CORPORATION.

More importantly the notification of the non renewal of the contract was officially announced at such a late date that these dedicated health care providers and workers will not have sufficient time to seek employment elsewhere. Even more tragic,is that they have not been told who the new corporation that the Medical Director (without following appropriate County standards) has contracted with.

Thus, they do not know what positions will be available to them and most importantly will not have sufficient time to negotiate fair working conditions, salaries and benefits.

This has happened simply because their boss who, acting in his role as the independent contracted corporate appointed Associate Medical Director of Peri-Operative Services and Chair of the Department of Anesthesiology and Pain Management simply recommended that several incidents of patient care should be reviewed in accordance with standards established by CMS and other accrediting agencies.

At the same time their will be other contracted staff members, employees and their families dressed in white to show support for the current Medical Director and HIS administration just to insure that this does not happen to them.

When will the Board of Supervisors acting in their role as the Board of Trustees at ARMC finally say enough and end this reign of tyranny by a self centered individual who acts only in his own interests without concern for the consequences.

That’s right Dr. Dev these people work for the corporation not for you and you have put them out of work and in many instances have put them at risk of being unable to support their families.

Is this revenge enough for you?


That comment was made by Frank Comunale, M.D., former Medical Director for San Bernardino County Hospital and Arrowhead Regional Medical Center, for the 18 years prior to Dr. Dev GnanaDev being appointed to replace him.  Dr. Comunale did not recommend that GnanaDev replace him but instead recommended that a nation-wide search take place, which did not happen.  Now the taxpayers and employees of San Bernardino County are paying the price.
